Commission relinquishes responsibility to Member States, who may be asked to fill €87 bn gap to maintain farm support

Brussels, July 16, 2025 — The European Landowners’ Organization (ELO) views the Multiannual Financial Framework (MFF) for the years 2028 to 2034, proposed today by the European Commission, as a departure from the EU’s core responsibilities towards the farming sector. The proposal places agriculture—a sector regulated at EU level, as stipulated in the EU Treaty—on an equal footing with areas that fall under Member State competence. It also leaves an €87 billion shortfall merely to maintain the current support. Less money, more challenges, less commonality, more confusion.
